Do you know anything about normal male anatomy? All males, with very rare exception are born with their foreskins affixed to the glans. Ordinarily the foreskin continues past the glans, forming a funnel with a very tight opening through which urine can pass. Rarely is the skin mobile enough to move before the age of three to five years of age. Quite commonly, the skin is not retractile even till the teen years when hormonal changes occur in the boy and he becomes sexually active. Less commonly, but quite normally, some males aren't able to retract their skins until late teens and early twenties.

How are you thinking that you are somewhat abnormal because your foreskin cannot be retracted? This is a normal event in the lives of virtually every male human.
