Is his foreskin still attached to the glans? Occasionally the separation doesn't occur until a boy is in mid-teens. Try the "balloon" test to see if and where it is still attached, but don't try to force it back.

If this separation has taken place and retraction isn't possible because the preputial orifice is extremely small, stretching exercises can be suggested to solve the problem.

Infections are a bit out of my league, but you are already receiving advice from the expert.

By not being able to afford "numerous opinions" you have probably saved your son's sexual future. Information here is free. The "experts" only know what pays, and stretching only benefits the patient. Why wouldn't a urologist scoff!
