Foreskin not retracting

My Foreskin doesnt retract at all when erect. I also find some connection (skin , a small tube like thing) between the foreskin and the front portion of the penis. Is this normal. I am able to do an intercourse once in 2 or 3 days. Is this a normal periodicity? I am married for 1 1/2 years and i dont have a child yet.
