You need to clarify what you are talking about. Are you saying your foreskin "CAN'T" retract when you are erect, or that it "DOESN'T" retract as you become erect? Many men have a foreskin that covers the knob when they get stiff, that's quite normal. I note that you don't mention having any pain during intercourse.

I suspect you're talking about a structure called the frenulum which is entirely normal.

Fertility to produce a child depends on three things: Viable semen from the male, an egg produced by the women and combining the two during the proper time. If you are cponcerned about your wife not becoming pregnant, than you can consult a doctor who will run some tests on both of you. Your foreskin wouldn't have any bearing on being able to father a child.
