The infections have absolutely nothing to do with inability to retract unless you have been trying to force the issue.
I suspect there may be a relationship to yeast, over which antibiotics would be useless. I'd try the yogurt idea. It may sound very strange, but is has been used in cultures that rely upon simpler means to cure every ailments. I'd also recommend forgetting the steroids for now, as there is no need to worry about retraction for several years.
