What you describe is an infection of some sort. Of course, you need to see the doctor for this. If you are in the US, you may be able to visit a school clinic or a free county clinic. Of course, free clinics generally have terribly busy and distracted staff. You would do much better to go to your own GP. If you choose to go to a specialist, you need to go to a dermatologist - this is a skin infection, not a urological problem. The dermatologist knows better how to treat surface infections such as this. If you can't go on your own to the doctor, then you just have to tell your mother or father before it develops into a far more damaging condition. Write back soon and tell us what the GP or dermatologist said.
