I don't know to whom Jim was referring, but here in the SW USA (from Texas to California) there are two languages: English and Spanish. One may live one's life without knowing a word of English. This includes voting in all elections. Of course those who know both languages have a leg up. One must be bilingual before one can be hired for many jobs, particularly government jobs, where one must deal with the public. I worked in the US Census in 1990 and without a working knowledge of Spanish I wouldn't have been able to speak with many citizens.
