Short Frenulum and phimosis

i recently realized that phimosis is not common, after searching around the web i found out that i have what i think is a short frenulum and phimosis. the frenulum attaches to the head of my penis just below the hole, which i think is causing the phimosis. but the hole in my foreskin doesnt appear to be large enough to retract over the head, even if the frenulum wasnt so short. the frenulum has never ripped, probably because the phimosis wont allow it to stretch far enough to tear. anybody else experience anything like this? i was also wondering if this condition might cause premature ejaculation,, thanks for the help
