Doubtful. If you are anything like most other guys with a tight frenulum then sex is going to be painful. If the phimosis doesn't cause you pain as well, it could very likely help you last longer since it stops you from getting decent sensation to the head of the penis. It's kind of like wearing several condoms and can nullify the experience.
