I akways wonder when I see posts like Bill's - Bill if you cannot retract your foreskin because it is too tight, which is what is meant by phimosis, then you cannot possibly have determined that your frenulum is too short. Your best bet is to work on stretching out he foreskin first, which will also tend to stretch the frenulum if you need to, and then see how things are. Watch out for infections, particularly yeast, and just rinse under the foreskin with clean water (a bulb syringe - the kind used for ears - can help till you can get a couple of fingers in the opening of the foreskin). And above all do not listen to the addled maunderings of those such as AJ and Chimp, whose resume's only have one word: "FAILURE."

As for Premature Ejac., there are a lot of causes for that, mostly being an overexcited youngster, although rarely it lasts longer than that. It has nothing to do with the state of your foreskin.
