Ivan has summarized your situation correctly. There is no way to assess the length of the frenulum without retraction. Because the frenulum is a continuation of the frenar band (the tight part), stretching the opening should solve any problem that you might incur from its length.

However, there are questions to be addressed first. Are you experiencing any distress because of your condition? Are you currently engaging in sexual encounters with a partner? I sex satisfying? What is your current age? Do you wish to change your current condition?
