The foreskin should retract with ease over the head of the penis. If you want to educate yourself about the penis/foreskin and conditions like you have then I would suggest you initially check out the site that hosts this forum. It could also be worth your time to see your doctor or a speciliast to better determine the exact cause of the problem and perhaps even discuss ways it can be resolved.
