That lack of sensation is very odd and disturbing. The glans and shaft should respond to pressure, the outer foreskin is highly innervated, and even if the foreskin does not retract it ought to have ample motion across the glans during intercourse. Yet you say you feel nothing. Something is affecting your nerves. The most common condition causing this sort of deficit is diabetes. You had better get to a general practitioner, and then perhaps an endocrinologist, to have yourself evaluated for a cause of this total failure of sensation. This is clearly not at all related to the inability to retract, but must have some much more critical cause.
