Glans Sensitivity

Can somebody explain to me just exactly how it works? Are there special reseptors on the surface on the glans or something?

And also: can sensitivity be REGAINED? I.E. will circed guys regain some sensitivity after the "restoration"? Is glans sensitivity simply adjustment to the outside world that works in both directions, or can it only be lost and not regained?
