Obviously, since it gets accustomed to almost constant rubbing --- that if this stimulation is not present anymore, it will eventually "forget" being accustomed to the rubbing.
This is one of the most important things that restoration gives to the people; for we know, neural loss cannot be restored with current technology, so that part of the sensitivity is gone until someone invents some method for growing new nerves.
