He probably has --- if anything, the loss of what you'd call "superfluous sensitivity", is lost. That sensitivity is not a bother when the penis in a slippery place like the vagina, but can be reported as painful when there is "dry" rubbing present, such as clothes, not-well-lubricated finger, etc. The last time I had that "extra" sensitivity, was when I was about 8 or so.
I wouldn't dare call it extra or superfluous, though. It's the sensitivity you're made with. From there, you lose from it.

So, after these, define "normal" :)
Mine needs to be rubbed when it's moist. That makes me jump. If it's totally dry OR well lubricated, it can be rubbed by a finger and it will even feel good.
