They are less sensitive than when they are not used. Ever grown a LONG fingernail on, say, your thumb? Wear it a couple of weeks and you can be sure the skin under it is not stimulated.
I won't tell you about the differences between the surface of your cock head and your fingers, though, because you won't be interested anyway. Keep yourself to your nightmares about slimy bacons, I'll bet my hat on that had you known how to bathe or generally take care of your body, you wouldn't have had such a foreskin. I know I don't, and samewise don't many people I know.
