Please tell us more exactly where this adhesion is located.
If it's on the bottom side, and starts almost from the pee hole and goes downwards to the foreskin, you are most probably talking about the fraenulum.Otherwise, if it really is an adhesion, whiteish colour is normal, I remember mine were sort of whiteish. The treatment sounds appropriate --- but I'd mention, most children do not release all their adhesions till 5 or later.
