A good example of it is the picture here (don't click if you don't want to see a penis :-P). Its purpose is to help the foreskin return to and stay in the normal, forward position. In my case, the adhesions last to disappear were around this place.
Now you have described that it is stuck together on the left side, and it didn't use to be like that. I have to ask (and a couple of people, including Paul B., might be able to give good feedback on it) whether your son had any sort of infections recently, or could have got any injury in the area (again, recently). Injured skin surfaces in constant contact with each other might end up fusing together.
All in all, I'm kind of puzzled, as I cannot precisely visualise the situation --- I would, however, listen to the suggestions already made (actually by Paul B.): And it might do. Or might not. But unless the boy enjoys you doing that, I'd think it a better idea to teach him that he needs to pull his foreskin back every time he pees, and give him
the clear suggestion that it should come back, and it's up to him to
keep pulling on it, and to tell you as soon as it comes loose because
you'll celebrate. Also that if it gets sore from pulling, you have
some special cream (I suggest Zinc Ointment, as used for nappy/ diaper
rash) to put on it.I hope I helped somewhat.
