Jim has explained this most succinctly, as I have in the past. You do need to understand the significance of time in this. The effect of the steroid is over days and weeks, not minutes. You are therefore not using it to "make the stretching work" shortly afterward, you are using it to modify the very structure of the skin, to make the stretching work more quickly, perhaps weeks instead of months.
However, that said, you get the results you get. Some people find their problem solved within two weeks, whilst others don't. That has no implication that "it works for some but not for others", but just that is their particular body's response to what they happen to be doing, how often and how determinedly they are doing it. If you need to do it for longer, just do it for longer, remembering that each part of your present skin is after all the result of growth over decades.
