Well, in this instance, if the researcher refers to sensitivity testing of the glans only as if that covers sensitivity of the entire penis, he may be just begging the question of whether the foreskin has any sensitivity (or for that matter, the shaft), or he could be showing that the thought of the foreskin being a part of the penis or having any sensitivity simply never occurs. To a person who disregards the foreskin, it is no more a part of the penis than a scabbard is part of a saber. Such a viewpoint can be revealed in the choice of words, particularly if the writer has not recognized it as a question in the first place. (On the other hand, for many intact men, the idea of thinking of a penis sans foreskin is daunting, although the cultural awareness of circumcision makes this less likely, that is, we are accustomed to the idea of people cutting it away, though it makes many of us wince, at the least).
