First things firstc - find the cause. I don't have first-hand experience with this, but from what I have read, this sounds like you have an active infection causing tightening. The most likely candidate is yeast. It is kind of tempting to suggest you picked it up fom one of your recent female friends, since women get yeast infections so frequently, but in fact yeast is quite ubiquitous and will take advantage of any opportunity to grow.
So why did your doctor not say so? A lot of guys who have had similar problems report the same sort of advice, particularly in the US where circumcision is so common. Those that have tried treating the cause, rather than just cutting it away, seem to have pretty good results, so they say. Perhaps you should see a dermatologist instead of a urologist, since what you have is a skin problem, not a plumbing problem. Once you stop the infection (assuming that is what is found, which reportedly is most often the case for tightening of the foreskin), then you will be in a position to do stretching exercises, perhaps with the assistance of a steroidal cream known as betamethasone, to make the foreskin grow back to where you have good mobility.
There is nothing in what you have written that even suggests a need for cutting. Resist the simplistic approach.
By the way, interesting spelling of your first name. I thought as a given name, it was generally spelled "Pearce." But then so many parents want to be a little different, or use a family name as a given name. Or maybe you have just chosen a Net Name. Whatever.
