Phimosis and scarring

I have known for a while that I have what I would call straw-hole phimosis. Not quite pinhole, but close. Anyways, I spoke to an urologist and his responce was to get a circumcision. Naturally, I refused. What he told me, and that I didn't realize was of significance was that the phimosis is due to a very fine scar running all the way around this straw-hole. I have been lightly stretching and applying vitamin e for about three months now. Though there has been some improvement, at the rate this is going I will be 80 by the time I have complete retractability. I am currently 21.

Is there anything that I can request to make the process speed up? I asked about topical steroids, but the MD was concerned about laceration. Actually, he was concerned about me just stretching, but I am QUITE careful.
