That was what I thought the problem was. I had always thought that the skin around the edge was white because of the stress put on it trying to stretch - I didn't know it was scar tissue. It is a very small amount, like I said, very fine

Every night when possible, I have come up with a device which is able to comfortably stretch the skin with elastic tension. Naturelly, I make sre not to use too much force - otherwise I wouldn't be able to sleep. That provides about 6 hours of light tension. In the morning the scar tissue seems to have stretched somewhat, but I am unable to stretch it manually. It seems like every niht I have to start over.

The normal -- and helpful -- suggestion is Betamethasone (in some places called Betnovate) ointment, 0.05% It is a steroid product, and again, Paul will most probably be more aware of its works or at least links to previous descriptions of the product.
I used vitamin e because it is supposed to help get rid of scars. Recomended to me by urologist after I told him I would NOT have surgery. Doesn't seem to be too effective, though.
