You could turn that expression around too ;]
Many pro-circ and especially pro-RIC people will keep saying there is no loss there are no problems look at all those cut Americans they are ALL happy. Not all.
And define "happy about something" if their knowledge about the certain something is equal to zero. I would call that unawareness rather than happiness. Which is the case of the /vast/ majority of cut (as infant) people. Taking the uninformed out of the form --- you'll get a quite interesting result.
