That sounds fine. One of my friends had that condition when he was 20.
I'd say, you shouldn't worry about it all that much, no sane person would *willingly* pull at the skin so hard as to rip it, nuh? Of course, optimal is that one can retract it properly, that part you sense well. Now here is the deal how it works: you use your foreskin and it'll loosen up eventually --- you don't, it'll stay tight. By "use" I mean retracting (and the private stuff you I'd guess already do anyway, which does include some amount of retracting I'd guess ;]). Nonetheless, talk to your parents --- they left your willie alone and that was a good choice, maybe they have some sense about what to do for it to work properly. And I'll say, aforementioned friend of mine now is 21 and half, and he has a fully retractable foreskin w/ no discomfort. And you have an *almost* fully functioning foreskin that can be improved --- don't forget that.
