That you are able to fully retract your foreskin when flaccid and partially while erect indicates that a minimum of simple stretching using only your fingers should be enough to render your penis completely functional in short time. You may consult a doctor if you wish, but be warned that few of them know anything about the foreskin: its anatomy and function. When they are presented with one for which retractability presents difficulties, they usually grab their knives in panic and begin cutting. It's about all they know.

Even less knowledgeable about penile anatomy and problems thereof are most parents. If your parents were educated on the subject they would have long ago instructed you in the process of insuring your retractability. I'd suggest that before you speak with them, (seeing their previous delinquency in this matter) that you thoroughly educate yourself on the subject so that you can educate them before they panic and force genital mutilation upon you.
