Man, it's really difficult to figure what you are saying, but it sounds as if you are having recurring bouts with balanitis. Is that right? Let's get one thing straight right up front. Foreskins don't cause balanitis. Something is wrong in either your lifestyle or your general health.
Have you been checked for diabetes? Are you washing with anti-bacterial soaps? Have you taken antibiotics? These are all places to start looking for a cause.
