That would be the frenulum, it's supposed to be there and it halps the penis work the way it is designed to. If it is too tight it can be gradually stretched by exercises described below in this forum. If you are intact, as it seems you are, never try to discern normal by comparison with cut boys. Their cocks aren't normal, and their sex habits have to be different to accommodate the loss of an important part of the penile structure. Do not try to compare to them or imitate them in ANY way.
