Now that is indeed, a terribly elegant answer. You have read the post as saying "I am totally ignorant of the Facts of Life" and as I come to look at it I must agree - that is exactly what it does say.
In essence, "Dave" is saying that he expects his foreskin to behave in some manner other than it presently does, and we are asking "why do you think it should work differently?". Now it is self-evident, that if his foreskin did not retract at all he would not know about his fraenulum, so obviously he can retract to some extent. Presumably, it "springs back" - that is forward again, when he does pull it back.
Anyway, the point is made - he must have read somewhere that the foreskin is supposed to stay back, which to those who are circumcised and ignorant, might seem "natural", though it is the very opposite. But it should be mobile to some degree.
I think the best way is to direct him to the picture library and ask the question: Dave, which of those pictures shows the furthest your foreskin will go back, and which things can you not do? You'll need to answer this before anyone here can offer you accurate advice.
