OK, this is what you say your foreskin looks like when pulled back as far as possible.
The "little piece of skin on the glans" you originally described, is presumably your fraenulum, as visible inside the foreskin inthis picture, which picture (as well as this
and this) also illustrates the useful exercise you can do as often as possible to stretch it. Obviously your fraenulum is simply shorter/ tighter than the one illustrated, and merely needs frequent stretching.In fact you can even do this quite simply with one hand down your pants when you are in reasonable privacy, so that you can "put things to rights" in a matter of a couple of seconds flat should anyone approach. This is likely to be more comfortable than stretching the fraenulum by pulling it back and indeed, an erection is not required (but not a hindrance).
As to expanding the opening in the foreskin, you probably have enough space to fit the tips of two fingers in the opening, and pull them apart to stretch it. It is up to you how often and how much time you spend on this, but quite simply, the more you do it, the quicker it will stretch.
Note as always, that the illustrations shown are of a normal penis in varying stages of erection and retraction.
