one of the easiest exercises is to pull the skin forward with your fingers, so that it would form a little 'tunnel'. pull it out like that and hold it for a while. make sure you can feel some tension but nothing nothing hurts. later on, you can add some flavour to this exercise by trying to open the foreskin.

this is a good picture (beware: penis on it!) and he is doing a similar thing to what i have just suggested. you might want to position your fingers to the sides rather than the bottom.

well, the optimal is that the foreskin can be retracted easily (without any discomfort) to reveal the whole head. it is also a good thing if it can be pulled somewhat further back without discomfort. doing above exercises will make things easier and comfortable --- given you do them properly and often enough. otherwise it "doesn't work".
