Yes, the frenum acts much like the spring on a screen door...its purpose is to pull your foreskin back over the glans after it has been retracted. Amazine little thing, but some men find it just a bit short. If that turns out to be your case, the remedy is just as before. Pull out with your figers and stretch the frenum over a period of time. You'll find out soon enough, after you are able to fully retract.

Your "problem" is really pretty minor, compared to some men, whose preputial orifice often measures no more than 1/4 inch or less in diameter.
