Yes, the foreskin should go up and down. If it gets stuck behind the head it can, in some case, be bad news.

Reports on this vary. If you ask some people here, one day they'll say "2 weeks" another time they say "a couple of months". Jake Booth, a contributor here who has actually had success with stretching the foreskin took about a year to get full retraction, I think.
