I'm afraid you didn't answer the question.
No, it's not necessary for it to automatically retract, when you get erect. Where I live I haven't seen too many people whose glans gets automatically exposed, and I'm talking about those guys who I knew not to have any sort of phimosis. I'd guess it's a simple difference between people, just as penis shape, foreskin length, hair curliness, etc. is.
It is true, that it should be possible to retract easily and without discomfort, at any stage of erection, and at that, AJ is correct.
Paraphimosis, unless you panic about it, is not a problem. It went there behind the head somehow, so it can be pushed forward again, somehow. Simplest is to... well, push it forward. In case it doesn't bring success, collect your willpower and squeeze the head of the penis (as to push the blood out of it) and pull the skin forward. If you don't RUB the head, you should be OK and without any serious pain or discomfort, etc.

First results do -- as also with glans re-covering aka. restoration -- appear after 2 weeks. Serious changes indeed need more time. JB used six months altogether from a perfectly unretractable status? Maybe eight? I don't think it was a year.
