>Well, there are stages. What you have now is pinhole phimosis, the uttermost tightest stage. My current technique is pulling the foreskin forward and dilating it from the inside by as much as 4(!!!) fingers. It wasn't always like that. A couple of months earlier I could barely insert two fingers. Some time before that I couldn't insert ANY fingers. You need to get to that stage first. Basically, unless you can retract your foreskin and uncover a large part of the glans, inserting fingers is not possible. You need to be resourceful in order to get to that stage. I had to be quite resourceful.

If you can't do that, then you haven't reached that stage YET, and you should try to invent a comfortable exercise that will get you to that stage.

Did the Q-tips help a lot when you shoved them into the hole? That might work pretty good for Pete too. I had to use a cap from a pen at first.
