Your Urologist is a surgeon and all he knows is cut, cut cut. He thinks you need to have your frenulum cut, because he needs the business. If he were honest he'd tell you about simple stretching exercises, but that, of course, wouldn't pay him the big bucks. You can get information about stretching here, free of charge.

In short, your Urologist is taking you for a "ride".
