Frenum too tight

hi, i don't really know how to explain this in words, so i've taken a photograph. http://www.rar.barrysworld.net/photo.jpg . sorry for it being so graphic, please don't open it at work or college or anywhere or you might get in trouble. that's as far as i can stretch it (in a semi-errect state anyway, I can go a bit further when not errect, and that's with the added lubrication of semen). it's not painful, but penetration probably will be.

i've heard that there are no nerve endings in the connecting-bit, can I just snip it? if i go to the doctors they will probably make me have a full circumcision, which i don't want.
