By that, I don't mean with a knife, but with your fingers. You don't need a doctor, and you certainly don't need an operation of any kind. The little web called the frenulum serves a needed purpose in intact men. It's there to make sure that your foreskin is brought back over the head (glans) to keep it protected and ready for its favorite pastime.
Stretching it will work if you do it. The question becomes whether you are willing to put in the time and effort to make it work for you. It will require perhaps ten to fifteen minutes of your time each, spaced over the day. Much of the time can be put in while you already have your penis in hand to pee. You simply pull on the bottom of the skin where the frenulum attaches and give a good stretch. It's simple as that and it works each and every time. Do that for about two months and you may well be fully fixed. If not finished, you'll see a big difference that will inspire you to finish the job.
