You can wash under your taut foreskin the same way I wash under my loose one - a good rinse with clean water. Unless it is so tight that you cannot pee, you can get clean water in and around, and it will run out.'Normal' is a loaded word. Both conditions are normal, although loose is more common and typical for adult men. Sex is more convenient, and probably more pleasurable, with a mobile foreskin, but there are plenty of reports of men with phimosis having active sex lives, fathering children, etc. without retracting. There are plenty of posts here to tell you about stretching and, if you want the extra help, betamethasone.
What's abnormal is cutting away body parts that don't do all you want them to when putting a little effort into the matter can provide that function. It's like cutting off your lips because you cannot whistle well.
