The problem to me appears to be the foreskin John. There is no tension on the frenulum at all, so it's not pulling there, which it would be if it was too tight. Have a look http://www.foreskin.org/33-color.htm

Your picture looks like a very normal number 2, 6 or 13. If it'll only go a little further back than your pic shows, practice the stretching you can see the guys doing. Number 3 is good for the tight foreskin, and number 4 is good for the tight frenulum. Do them whenever you go for a pee (er....not during peeing), and in the bath or shower every day. You'll start seeing results before you know it.

From my observations, guys are more sensitive in the frenulum area than any other, so I definitely wouldn't cut it, particularly when simple stretching will fix it.
