painful glans

Ok, here goes!
First problem, I had phomisis till a couple of year ago when a doctor gave me some steriod cream and the problem was largely got rid of apart from some risidual tightness. Hoorah.
Second problem, The glans on my penis are extremely painfull to the touch and can only be pleasantly stimulated through the foreskin. this of course makes sex impossible. I've been trying to rub in E45 cream to slowly desensitise the head but after a year or two although there is an improvement, sex is still a no no.
Has anyone else had this and managed to desensitise the head enough for sex to complete the task?
