His point is, a hand's lubrication is a lot different than that of the vagina's --- your finger is a lot rougher. One's tongue is, well, somewhere inbetween. I can foresee people biting me for not being precise, but this is it. Both the clitoris and the glans is sensitive to rubbing ie. friction, the simple touch (careful as to not rub the surface) isn't going to do as much. The more lubricated, the less friction there is --- obvious that from that you cringe and twitch from rubbing your finger on your glans that is NOT well-equipped for that, you CANNOT conclude what the results of a "wet" intercourse would be.
