Yes, mmmmm....it's still an essential part, though it may need assistance or manipulation. When I was a pre-teen I experienced a case of alopecia areata....my skin and hair follicles weren't "working" properly. After an extended case of the jitters about the condition, I stopped worrying about it. For whatever reason (the condition is still not well understood) the situation returned to normal. What would you have recommended...panic and a circumcision?

As for "fucked up skin that don't work", I presume you refer to a tight foreskin, but do elaborate, please. There are countless references on this site to stretching exercises to correct circumstances of a tight foreskin. They always seem to work.
