Oh dear! As Ralesk has mentioned, that isn't right at all. If you feel that circumcision might be considered as an "option" for the minor concern you have (It is minor - I am sure it hasn't ever stopped you having sex - and remember, "sex" includes masturbation!), we have entirely failed to convey the "facts of life". Not that I am surprised, given the confusing welter of bizarre opinions you will indeed find here.
Circumcision does not - cannot give you a fully functioning foreskin to assist in both masturbation and intercourse. Circumcision removes the foreskin, and even if only a "limited" procedure as some will claim, is performed, the part removed is the most functionally important. Circumcision is an option only for those who for whatever reason, value a particular appearance over function. If you value the (lifetime) function of your penis so little as to consider circumcision as any form of "option", then you may not approach the business of stretching with the necessary attitude.

Close! If you read the link I just mentioned regarding the (minor) part that the ointment plays, then it includes advice on how best to use it.

You need to stretch it as often as possible for however long it takes. It's not a matter of "apply twice a day" - it requires skill and persistence. If you do this twice a day, then the result will correspond to twice a day. If you do it twice a week, then the time it will take to get the result you want, will be greater by that same proportion! Doing it more often than twice a day may achieve faster results in proportion also, but if you were to do it too much more often than say, four times a day, then we would be somewhat concerned that you were taking the matter more seriously than it should be.
To re-iterate, your foreskin has served you particularly well for masturbation to this point, and while there is no doubt it should function otherwise - that is, retract easily - for optimum convenience, to ever think of it as a "problem" that you need to "get rid of", would be a bad error indeed.
