this doesnt sound like phimosis, but it sounds like you may have a
problem - I dont know much about penis size but 3.5 inches when erect
sounds under average ... I suggest you need to talk with a surgeon or
Urologist ... if you are familiar with interent and have easy access
then try doing a search for an online Urologist to ask him - I am
afraid Im not the right person to ask for information on this one
