It does sound like phimosis but could be that you have a short frenulum breve (banjo string)one of the blokes on here has a website about it check the posts about frenulam breve to find it if u dont know what i talking about . Could be an infection but if you have had it your whole life i doubt it.

Check these. Phimosis is a tight band you will be able to see when pulling back on your foreskin. The pictures linked below show it. It should be on the top part of your foreskin. I could not retract mine at all even when soft but that changed in a week of stretching, If you do this do it gently. If you have any questions including how to stretch or to help diagnose i'l be glad to reply as i have done alot of reading on this subject due to my own problem.
